Between Two Weeds – "Joint Sessions" – 2025 Cannabis Legislation Preview
Join attorneys Felina Rivera and Amber Peckio Garrett as they discuss a summary of bills proposed during the 2025 regular legislative session that relate to medical marijuana laws in the state of Oklahoma. Bills that appear stagnant have been left out of this summary.

Ms. Garrett is the current President-Elect for the Oklahoma Bar Association and chairs the newly formed OBA Cannabis Law Committee. She is also the Co-Host of the Between Two Weeds: The Joint Sessions Cannabis legislation update CLE for the OBA.

Ms. Garrett lives in Tulsa with her Fiance´ C. Alex Stodghill with their beloved dogs, Woody and Bulliet, and Hendricks. Ms. Garrett was active in the Tulsa County Bar Association having served as Vice-President, Secretary, and Small Firm Director. As a graduate of the University of Tulsa College of Law, she serves a member of the Alumni Board. Ms. Garrett is also a sustaining member of the Junior League of Tulsa.
Felina N. Rivera is the founder and managing partner at Renaissance Legal Services, PLLC. Her practice focuses primarily on civil litigation and cannabis law. Ms. Rivera has represented an extensive array of clients in the areas of business law, tax law, insurance defense, personal injury, consumer litigation, and cannabis law. Within her cannabis law practice, Ms. Rivera assists clients with all aspects of their businesses, including guiding clients through the licensing application process, business structuring, zoning and building permiting, tax permitting and remediation of tax liabilities, industry contract negotiations, and OMMA and OBNDD compliance.
Ms. Rivera graduated from the University of Oklahoma, College of Law, in 2013. She is admitted to practice law in the State of Oklahoma, the State of Colorado, the Western District of Oklahoma, and the Federal Tax Court. She is the CLE chair of the Oklahoma Cannabis Bar Committee and a member of the International Cannabis Bar Association. She is also the Co-Host of the Between Two Weeds: The Joint Sessions Cannabis legislation update CLE for the OBA and frequent CLE presenter. In addition to her legal career, Ms. Rivera is also an active musician. She can often be found playing guitar and singing at local live music venues throughout the state.
